CEUTA, SPAIN — Spanish authorities in the North African enclave of Ceuta were thrown into confusion Tuesday morning following an unexpected land-border crossing by thousands of Moroccan men, each wearing a traditional red felt fez.

Local border officials initially feared a major diplomatic crisis as crowds gathered along the coastline and perimeter barriers. However, the atmosphere remained strangely mundane, as the incoming arrivals appeared less interested in territorial claims and far more concerned with finding adequate parking and light refreshments near the city centre.
